Troop Structure
The Phoenix Explorer Troop operates with a Council consisting of the PC's (Patrol Chiefs) and APC's of each patrol, along with the leaders. PC's and APC's are elected by the patrol members. Boys can vote for themselves. Decision making within the troop operates based on the principles of the Six Nations Confederacy and in the spirit of the Great Law. When an idea arises and a decision has to be made, it would begin with a discussion between the three PC's. They must reach a consensus as to the idea and then must discuss it with the APC's, who must also reach a consensus. Then they approach the leaders who will approve the idea or suggest that it go back for further discussion, perhaps pointing out the specific areas that require more attention. Consensus is is a priority in this process.
Decisions and plans of action must reflect the four arrows of the Medicine Wheel . In the East is the beginning of the idea, but with this comes the responsibility of evaluating the "vision" and getting a sense of whether the project is right and worthwhile. This initial evaluation insures that projects are brought forward with conviction. In the South is the carrying out of the project or decision. It is the time of "doing", based on the plans and the vision formed in the East. The West is the place of "evaluation" and "consolidation". All projects are evaluated. The parts that have worked well are used to consolidate the group and make it stronger. The North is the place of "rest, recovery, story telling and thanksgiving". It is a time to benefit and enjoy the fruit of the labour, and to offer thanks for those benefits.
